IS HE THE MIRACLE WORKER... or a charlatan. [Frankly R.T. I'm not buying it]
When the Bush administration rejected the Kyoto Agreement R.T. was one of the first mayors in the country to sign the US Conference of Mayors Climate Protection Agreement, which committed Minneapolis to following the principles of Kyoto.
R.T. believes that we can make progress on climate change if we empower people to take individual action. Here's what he did:
* The Mayor and the City of Minneapolis pioneered an award-winning Climate Change Innovation grant program in 2007. This initiative provided micro-grants to neighborhoods and organizations with creative strategies to fight climate change. R.T. and the City also created the Minneapolis Energy Challenge, which signs people up to make changes in their life to reduce their carbon footprint, save money and support local businesses. More than 7,000 Minneapolis residents participate, along with many Minneapolis businesses and congregations.
* R.T. and St. Paul Mayor Chris Coleman brought their two cities together to work cooperatively on local solar energy initiatives. As a result, both cities earned the distinction of being named Solar America Cities by the U.S. Department of Energy. The Solar America initiative is already getting results. Two solar charging systems for plug-in hybrid cars have been installed; the car-sharing HourCar program has been launched, and training for clean energy jobs in the solar field is available to people through local community colleges.
* Mayor Rybak and Mayor Coleman collaborated again to create green energy jobs. They worked with the Blue Green Alliance to create a plan to recruit and retain companies that are growing green manufacturing jobs. The Mayors' Green Manufacturing Initiative is laying the groundwork for building a strong local economy that creates good paying jobs.
* The leadership of Mayor Rybak and Minneapolis has been recognized by SustainLane.com, which named Minneapolis one of the most sustainable cities in the country. SustainLane.com is an online people-powered guide to sustainable living. Minneapolis ranked high for its availability of local food and agriculture (#1), city innovation (#6) and green economy (#7). Minneapolis was also just named the number one city in the nation for bicycling by Bicycling Magazine.

Rybak has an amazing talent for Orwellian double-speak. He's somehow going to strengthen the economy and leverage "our skilled workforce and entrepreneurial talent" by tying their hands with regulation? It doesn't work that way, RT.
